About Jim

Jim Perry was elected to serve as the Council Member representing Ward 6 in June 2013.  He is currently serving his second term in elective office.

Jim has been a resident of Ward 6 for 31 years.  He and wife Kathie have been married for 41 years and they live in La Sierra South.  They have raised 2 adult children who attended Orrenmaa Elementary School, Arizona Middle School and graduated from La Sierra High School.  They have 5 grandchildren which includes a set of twins.

Jim has over 40 years of public service experience.  He started his law enforcement career with the Santa Clara County Sheriff’s Department.  He worked a majority of his career with the Fountain Valley Police Department.  Jim worked his way through various assignments and promotions.  He retired at the rank of Lieutenant.

He has been active in our community by supporting or performing volunteer service to organizations such as the Riverside Metropolitan Museum, Riverside Arts Academy, Riverside American RedCross, Safe Routes to School and the Riverside Youth Judo Club.

Jim looks forward to serving and promoting Ward 6 and the City of Riverside.

COVID-19 Response

  • As the Chair of the Safety Wellness and Youth Committee, I was part of the COVID 19 Policy Group Team that prioritized and discussed the well-being of our residents and the City.
  • Filmed several COVID-19 Public Service Announcements as a mean of engaging and informing residents of the developing safety guidelines. 
  • As a member of the City Council, I supported the CARES Act Small Business Grant – As Councilmember, I supported deploying $5.3m to assist 578 small businesses.
  • As a member of the City Council, I supported the CARES Act Food Resiliency Program – 53,150 food boxes provided to  pantry partners, non-profits and schools who distributed boxes to our Riverside residents each week.
  • As a member of the City Council, I supported the Senior Grab N Go Program – Served 7,889 meals.
  • As a member of the City Council, I supported the Vulnerable Population Food Box Delivery – Served an average of 384 seniors per week with a total of 4,224 boxes delivered in 11 weeks.
  • As a member of the City Council, I supported the Disabled Adults Program – Program served an average of 105 adults per week for a total of 1,048 boxes in 10 weeks.
  • As a member of the City Council, I voted to NOT turn off electric/water utilities to our customers during this emergency pandemic and to allow small business owners the ability to use their deposits to assist in paying the cost of their monthly utility bill.
  • During the pandemic and on 2 different occasions, I personally purchased lunch, through a small business, for the Emergency Room staff at Kaiser Hospital.

Key Accomplishments

  • Voluntarily took a 10% reduction in his City Council salary.
  • Voluntarily reduced his City Council office budget by 47%.
  • As the current Mayor Tem, declined to accept the pay raise that comes with the position.
  • Continued to advocate for public safety needs including the hiring of more police officers.
  • Advocate and supporter of the Police Explorer Program and the Arlanza Boxing Club.
  • Advocated for the Public Safety and Engagement Team (PSET) to address homelessness.
  • Continued to obtain funding for infrastructure and street improvement projects throughout Ward 6. This includes the Magnolia Street widening project and many repaving projects within our neighborhoods.
  • Increased the variety of retail businesses and restaurants.
  • Continued to support, partner with and advocate for the Alvord Unified School District.
  • Facilitated an agreement between the City and Alvord Unified School District on an intern program for students enrolled in the Norte Vista High School Auto Shop class to gain experience with the City’s fleet division.  Facilitated another agreement with a local tire shop for these same students to intern and gain employment skills and experience.
  • Partnered with Northgate Gonzalez Market in the opening of their market in a quick and efficient manner.
  • Continues to promote 311 for City services.
  • City Council voted unanimously to approve his proposal to return to weekly City Council meetings.
  • Committed with his philosophy of keeping our Ward clean, safe and well maintained, reduced graffiti in our neighborhoods, completed improvements at Myra Linn Park, and supported public art murals painted by neighborhood students.
  • Continues to be actively involved in the Ward looking for issues to resolve. This includes driving the Ward on a daily basis.
